One of the alternatives is Colwill from the Blues, but the west London club are likewise reluctant to sanction his sale.
The 20-year-old has less than two years remaining on his contract, but the Blues remain optimistic of keeping him.
Colwill is due to hold face-to-face talks with manager Mauricio Pochettino and could be assured with regular game time.
The Blues are also planning to extend his deal for another three years, though that may depend on his first-team minutes.
