Dybala could be available for a low foreign release clause of £10 million, but he may need to be convinced over a move.
Vlahovic, on the other hand, is open to making the switch to west London, but the Bianconeri are set to demand £69 million.
The Blues are willing to invest on the duo, but the primary focus is on offloading Romelu Lukaku to lower their wage bill.
