Colwill gained valuable experience with Brighton last term, and he is likely to make his Blues debut in the next campaign.
The youngster may not be guaranteed a starting spot, but he could be used in rotation by new manager Mauricio Pochettino.
The 20-year-old could be seen as a long-term replacement for Thiago Silva, who could retire from the game after next season.
