On the contrary, the Cityzens are prepared to pay the fixed sum over two years, and this has made them favourites.
According to Gianluca Di Marzio, the Premier League champions are now in advanced talks to sign the 24-year-old.
It remains to be seen whether Arsenal respond with an improved third offer. The Hammers are hoping for a bidding battle.
